Bi-State Development Announces New Officers, Rose Windmiller as Board Chair

The Bi-State Development board of commissioners has approved the election of new officers for the 2020-2021 year.

Commissioner Rose Windmiller, from Missouri, is the new board chair, replacing former chair, Michael Buehlhorn, from Illinois, who resigned his board position earlier this year. Illinois commissioner Justin Zimmerman is the new vice chairman. Commissioner Herbert Simmons, from Illinois, will serve as treasurer, and commissioner Vernal Brown, from Missouri, continues to serve as secretary of the board. The commissioners assumed their new offices immediately following the May 21 meeting.

“Congratulations to Chair Windmiller and the new officers. Strong board leadership and involvement is crucial at this time in our history, given the financial uncertainty our entire region faces during this global pandemic crisis,” said Taulby Roach, president and chief executive officer at Bi-State Development. “No one can predict the full impact on funding yet, but I am confident that with the board’s support and our great transit team, we will continue to move forward to fully restoring public transit service over time. Our Metro Transit operators have been on the front line, bravely transporting essential workers when our region has needed them the most.”

Bi-State Development is the operator of the Metro Transit public transportation system for the St. Louis region, and owns and operates St. Louis Downtown Airport and the Gateway Arch riverboats, as well as operates the Gateway Arch Revenue Collections Center and Gateway Arch trams.
